Kevin J. Frost has three decades of experience representing people whose lives have been altered by serious injuries and fatal accidents. As managing partner of Clark Frost Zucchi, he has developed a practice defined by analytical discipline, command of complex evidence and a willingness to prepare each case for trial.

Building an Analytical Practice

The foundation for Frost’s approach was established before he entered the legal profession. He graduated with high honors from the University of Illinois with a degree in accountancy and worked as an auditor for Price Waterhouse and Porter Chadburn. That training gave him an early understanding of financial records, organizational systems and the importance of testing assumptions against documented facts.

Frost went on to earn his Juris Doctor from the University of Illinois College of Law. His early legal experience included clerkships with the Cook County State’s Attorney’s Office and the U.S. Attorney’s Office, work with a Chicago law firm, and a position in the City of Rockford’s Department of Law.

While working for the city, Frost handled zoning, land use, property standards, building and community-development matters. He also prosecuted traffic, DUI and code violations. The position broadened his understanding of regulatory systems and gave him experience addressing disputes from both a governmental and courtroom perspective.

When he joined the firm now known as Clark Frost Zucchi in 2001, Frost brought those strands together. His accounting background supported his analysis of damages and financial evidence for personal injury claims. His municipal experience helped him understand how institutions make and document decisions. His litigation training taught him how to organize those facts into cases that can withstand scrutiny.

Preparing for Complex Litigation

Frost’s career has included matters in which the cause and consequences of an event could not be captured by a single report or witness. He has represented families affected by the Canadian National Railway derailment and explosion and served as co-counsel for families following the fatal REACT medical-helicopter crash. His work has also included defective medical-device litigation and claims arising from the 2021 Chemtool industrial explosion in Rockton.

Following the 2023 Apollo Theatre collapse in Belvidere, Frost represented people injured when the roof failed during severe weather. The litigation required attention not only to the storm itself, but also to the warnings issued beforehand, the condition of the building and the safety measures allegedly available to those responsible for the venue.

Such cases illustrate Frost’s ability to examine a catastrophic event as a series of decisions. He has presented programs for the Winnebago County Bar Association on requests to admit, jury procedure and the use of video at trial and in settlement. Through his Call Frost First podcast and other media appearances, he discusses subjects such as electronic trucking data, accident reconstruction, surveillance footage and evidence preservation. His longtime service as a Rockford alderman complements rather than defines his legal career.
